Domestic connections in Kerala are billed on a telescopic slab rate structure up to 250 units per month (500 units bi-monthly). Consumption exceeding 250 units per month is billed on a non-telescopic flat rate structure.

Numbers in a table only make sense once you see them working on an actual bill, so let's walk through one. Say you have a Single Phase LT-1A Domestic connection and your bi-monthly meter reading shows 180 units consumed.
The first step is splitting that bi-monthly figure by two, since KSEB calculates on a monthly basis before doubling it back. So 180 units bi-monthly works out to 90 units a month.
Now the telescopic slabs kick in. Your first 50 units are charged at ₹3.25 per unit, which comes to ₹162.50. The remaining 40 units (from 51 to 90) fall into the next slab at ₹4.05 per unit, adding another ₹162.00. That gives you a monthly energy charge of ₹324.50, or ₹649.00 for the full two-month cycle.
Since your monthly consumption of 90 units puts you in the 51-100 unit slab, your Fixed Charge is ₹85 a month, which is ₹170 bi-monthly.
Here's where it gets better for you. Because your total bi-monthly consumption of 180 units is under the 200-unit subsidy threshold, you qualify for both subsidies. The Fixed Charge subsidy knocks ₹20 off your monthly FC (₹40 bi-monthly), bringing your FC down to ₹130. The Energy Charge subsidy takes off ₹0.42 for every unit you used, which on 180 units works out to ₹75.60, bringing your energy charge down to roughly ₹573.40.
On top of that, the 10% Electricity Duty applies to your energy charge, adding around ₹57.34. Add a small meter rent if KSEB owns your meter (₹12 bi-monthly for single phase), and your final bill lands somewhere around ₹772.74 for the cycle.
This is roughly how it plays out. Actual figures can shift slightly based on rounding and fuel surcharge adjustments, but the slab logic stays exactly the same regardless of how many units you use.
Telescopic pricing means your units get split across multiple rate bands, so your first 50 units are cheap, the next 50 cost a bit more, and so on. It's like income tax slabs: everyone gets the lower rate for the lower portion regardless of total usage. Non-telescopic is simpler but less forgiving: once you cross 250 units a month, your entire consumption gets billed at a single flat rate instead of being split across bands. That's why high-usage households sometimes see their bill jump more than expected when they cross that line.
It depends on what the connection is actually used for, not just the size of your establishment. A small tea stall or internet cafe typically falls under LT-7B, while a supermarket, hotel, or petrol pump falls under LT-7A. Manufacturing units and factories are billed under LT-4A, while IT services, call centers, and software companies fall under LT-4B. If you're running a private hospital or clinical lab, that's LT-6G, and government offices or advocate chambers fall under LT-6B. When in doubt, your KSEB connection paperwork will state the exact tariff code, or you can ask your local KSEB section office.
There's no fixed schedule. KSERC typically revises rates once a year through a tariff order, though fuel surcharge adjustments can happen more frequently since they're tied to fluctuating power purchase costs. Major slab or fixed charge revisions are less frequent and usually follow a public hearing process where KSEB proposes changes and KSERC approves a final structure. It's worth checking this page periodically since we update it whenever a new order comes into effect.
Energy Charge is the base per-unit rate for the slab you fall into, such as ₹3.25 or ₹4.05. Fuel Surcharge is a separate adjustment KSERC allows KSEB to recover, meant to cover swings in the cost of fuel used for thermal power generation. On your official bill, you won't see it as its own line item, it gets folded directly into your Energy Charge figure. So when your per-unit rate looks slightly different from the base slab rate, the fuel surcharge is usually why.
Yes, they're two different things even though people often confuse them. Fixed Charge covers the cost of maintaining the grid connection to your property regardless of usage. Meter Rent is a smaller, separate charge that only applies if KSEB owns and installed your meter, it's essentially a rental fee for the equipment. If you own your meter outright, this charge typically doesn't apply to your bill.
Electricity Duty is a flat 10% tax applied on your total Energy Charge, including whatever fuel surcharge is baked into it. It's mandated under the Kerala Electricity Duty Act and applies to every consumer category (domestic, commercial, or industrial). There's no exemption based on connection type. So if your energy charge for a cycle comes to ₹600, expect an additional ₹60 added purely for duty before your final bill amount is calculated.
